Minutes of the meeting of 17th February

Two amendments were made to the minutes. The date for the licensing of Revd. Catherine Dyer was set for 29th May (not June) and Mr. Deighton asked for his presence at the meeting as well as the previous meeting to be noted.

Matters arising from the minutes:

Organ. Mr. Darvill said that the necessary repairs as per the revised quotation would be approximately £10000. A faculty would have to be applied for and faculties now had to be posted on the door of the church for 28 days to allow for longer consultation than hitherto. The cost would be paid for from the Biley fund as it constituted "Beautification of the Church". Mrs Miller proposed and Mrs Gadsby seconded a motion to apply for a faculty for the work to be done. The motion was passed nem. con.

St. Mary’s Church and Churchyard. A letter had been received from the county’s Assistant Map Anomalies Officer about rights of way in the churchyard. This concerned the alleged blocking of rights of way across the land. Mr. Griffin said that he had replied, pointing out that the footpath was blocked by a wall and graves that were at least 70 years old, and that in any case access across the land was possible only 20 or so yards away. The County Council had now agreed to divert the old footpath from the Churchyard to run alongside the cemetery wall.

Special permission had been granted by the diocese to fell the damaged tree but a faculty still would have to be posted. However, Southern Tree surgeons had put the cost for felling the tree at approximately £2500 whereas they could make the tree safe from further gale damage by removing the top of the tree only, leaving the lower portion. The cost of this would be £1495 + VAT, the high cost being as a result of the special equipment and techniques required to prevent the tree falling either onto the wall, the church or nearby graves. Mr. Deighton proposed a motion and Mr. Moore seconded a motion to apply for a faculty and to take the action necessary to make the tree safe.

Rewiring and lighting. The re-wiring project would have to be undertaken before the new lighting could be put in. However, the quotation for this work was over 2 years old and did not include extra power points or the heaters in the choir stalls. There was considerable discussion about the lighting. Mr. Darvill had prepared a display for the back of the church and he said that any member of the congregation was welcome to look at it and to make comments, or even to visit the factory in Bletchley. The company was used to designing lighting systems for churches and had done the lighting for Westminster Abbey. He pointed out that the lamps provided for uplighting as well as very good downward light. Mr. Deighton proposed and Mrs Gadsby seconded a motion to apply for separate faculties to proceed with both the re-wiring and lighting projects. The motion was passed nem. con.

Summer Fayre. A successful stallholders’ meeting had been held. All matters were in hand except that somebody was needed to co-ordinate the catering. It had been decided that it would be cheaper and easier to run this in the Hall rather than obtaining external catering.

Bishop’s Visitation. This was confirmed for Friday 25th May at 8 p.m. Churchwardens and other representatives of parishes in the Mursley and Aylesbury deaneries would be attending. Mrs. Stewart had kindly volunteered to organise coffee and biscuits and all would be welcome.

Licensing of Revd. Catherine Dyer. The licensing was confirmed for the 29th May at 7.30 p.m. A draft of the service needed to be approved by the Archdeacon and the Bishop. Invitations had been sent out including one to the All Saints’ Choir.

Appointment of independent examiner

Nobody had yet been found to take on this role, although negotiations were continuing with two people.

Finance.

Mr. Griffin reported that the quarter to 31st March 2001 showed income of £11081 and expenditure of £15386. Expenses in the first three months included 20% of the Parish share (£8303), hall repairs from last year of £2303 and most of the insurance premium instalments for the whole year.

The parish’s portion of the sale cost of the curate’s house had been received with the profit of £960 included in the income. The income would start to catch up in the next few months as monies from the Summer Fayre, the refund from Income Tax and wedding fees came in.

The next instalment (£12245.70) of the Parish Share would fall due on 30th June.

  1. Mrs. Stannard reported all archive material is now kept at the Bucks County Record Office
  2. The louvres on the bell tower were in urgent need of repair. The cost would be £3960 +VAT. It would be paid from the bellringers’ fund and possibly also from the Special Projects fund. However, the P.C.C. might need to make a loan to the bellringers who would then organise some fund-raising events to repay the loan. An application for support had also been made to the Town Council. Mr Soper proposed and Mrs. Miller seconded a motion to apply for a faculty to have this work done.
  3. Mr. Peerman mentioned that the wall by the small gate opposite the west door of the church was in poor repair. Mr. Darvill said that the Churchwardens were considering having the gate removed and the gap bricked over.
  4. A large number of cars had been broken into on the car park. Various suggestions were put forward including the purchasing of a dummy CCTV camera, extending the lighting and putting a warning notice on the gate.
  5. Mrs. Cudby reported that the Sunday School had had a fire practice.
  6. Mrs. Miller asked whether music copies of Mission Praise could be purchased for the choir. Mrs. Jones said that they cost approximately £27 each and in any case, they were currently out of print.
